In the first Surgeon General's report on E-cigarettes, the U.S. Surgeon General Vivek H. Murthy characterized e cigarettes use by youth as an " emerging public health threat affecting our country".
The Surgeon General states that "Scientists are still learning more about how e-cigarettes affect health.
