The Governor’s budget contained no significant new additional cuts to health care that would impact community health centers. However, the re-alignment of state and county health funds remains the same and Governor Brown does not include any new funding for Community Health Centers or the remaining uninsured, meaning that there will be an impact on county funding.
The Governor proposes “forgiving” $42 million in retroactive recoupment of a previously proposed Medi-Cal 10% provider rate cut, but leaves the 10% cut in place for future payments. While community clinics are not impacted directly, this impacts access to specialty care for clinic patients.
The Governor once again proposes moving women in pregnancy-only Medi-Cal programs between 100 and 208% of FPL to Covered California, with out of pocket costs paid for these patients beginning January 2015.
The Governor anticipates an additional 1 million new Medi-Cal patients due to the expansion of the Affordable Care Act in this fiscal year. However, state Medi-Cal spending is projected to grow by only 4.1% since the State will receive 100% federal funds for newly eligible patients.
