Job Description:

PRINCIPLE RESPONSIBILITY: Under the direct supervision of the Medical Director, the Clinic Administrator is responsible for the overall administration of operations, and planning for St. Anthony Free Medical Clinic. The Clinic Administrator supervises the Nurses with regard to administrative issues, i.e. vacation requests, etc, any AmeriCorps volunteers, and the Front Office Staff. The Clinic Administrator oversees the development, implementation, and evaluation of clinic services in accordance with current medical practices and standards of care; appropriate licensing regulations; local, state, and federal laws; and St. Anthony Foundation’s mission and values. Acts as the custodian of medical records and primary coordinator of dispensary operations.

 

MAJOR DUTIES:

1.       Responsible for the recruitment, hiring, orientation, training, scheduling, evaluation, and termination of all clinic staff except providers. Directly supervises the Administrative Assistant, AmeriCorps volunteers, the Front Office Supervisor, and Nursing Team Supervisor in administrative and personnel matters.

2.       Oversees clinic communications and information flow, including Health Information Technology.

3.       Prepares reports, analyses, and relevant documentation as requested, including annual OSHPD report.

4.       In conjunction with the Medical Director, recommends the annual budget and monitors expenses. Oversees clinic inventory and administrative supplies.

5.       Clinical duties as appropriate.

6.       Facilitates regular meetings with staff. Involves staff in decision making as appropriate. Directs the Monthly Staff and other meetings in conjunction with the Medical Director.

7.       Oversees coordination of training and volunteer programs for administrative positions.

8.       Serves as a member of the St. Anthony Foundation Management Team; participates in SAF meetings. Represents St. Anthony Foundation management to clinic staff.

9.       Participates in community and other meetings, representing SAFMC.

10.   Oversees all aspects of the management of clinic facilities and equipment, CQI program, and Emergency Preparedness.

11.   Maintains all clinic licensing, including keeping up to date with fees and helping ensure clinic standards meet DHS requirements that are necessary to maintain any licensing.

12.   Assists in grant writing, prepares appropriate budgets, and reports as required.

13.   Adheres to the guidelines of the St. Anthony Foundation Safety Program; oversees the clinic’s safety program.

 

MINIMUM QUALIFICATIONS:

1.       Possession of a Bachelor’s Degree in Nursing or MPA, MPH, MHCA, MPP or other equivalent degree or experience.

2.       Prefer three years management experience, including the management and supervision of health care programs; community clinic or public health experience preferred.

3.       Knowledgeable about health issues impacting homeless persons. Experience providing healthcare services to diverse, multi-cultural patient populations. Experience with mental health and substance abuse issues in a primary care setting.

4.       Knowledgeable about licensing and regulations; and local, state, and federal laws governing community clinics.

5.       Bi-lingual in English/Spanish, Asian dialect (especially Cantonese, Vietnamese), or other.

6.       Excellent interpersonal, listening, oral and written communication; and conflict resolution skills.

7.       Excellent planning, organizational, and facilitation skills.

8.       Ability to handle emergency and pressure situations.

9.       Ability to work with minimal supervision.

10.   Familiarity with computers and health information systems (Medical Manager, Centricity PM/EMR, i2i, Microsoft Office, on-line services).

11.   Commitment to St. Anthony Foundation’s mission and values.
