Overview of the 1115 Waiver Process

Lucien Wulsin will present an overview on what a 1115 Waiver is, what the state and various interest groups want from the new waiver to be submitted early in 2015, how it might be paid for, and how this might impact community clinics.  He will be available for questions from the group.

Objective: To understand some of the opportunities and risks in the state’s proposed submission of an 1115 Medicaid waiver to the Federal government.

Target audience:   Community clinic and community clinic consortium staff who would like to learn more about this important aspect of the program that strongly impacts clinic funding.

Lucien is an attorney with 40 years of experience in programs covering the uninsured and low-income populations. Lucien is involved in efforts throughout the state to develop, discuss, and disseminate practical solutions to cover the uninsured with counties and local initiatives, purchasing pools, commercial health plans, employers, policy makers, hospitals, doctors, and clinics. To highlight these efforts and opportunities, Lucien has developed and distributed extensive written materials, put on annual conferences on “Insuring the Uninsured,” and organized an ongoing series of state and regional workgroups on efforts to cover the uninsured through counties and local initiatives, employers, unions, and health plans.
